		<description>I note with some interest the continued speculation related to the privatisation of the UK Hydrographic office and the related discussions of free data. For all intents and purposes the UKHO is already privatised and is currently using its historic paper chart monopoly to dominate the digital world - as an example it is currently selling its new vector service at less than cost to gain market share (supported by the UK tax payers - every vector chart sold costs ca. 3GBP in subsidies). 

This loss will of-course need to be recovered either through higher paper chart prices (I note the increase of 5-6% for 2008/9) and other basic data costs or through lower returns to the treasury (currently requires 9%)..

Rumours are that the EU competition  law has been broken and an investigation into the UKHO&#039;s monopoly has begun as part of the drive towards the EU Inspire Directive - so it will be interesting to watch the next few months and see.
